First Responder Defined

The Homeland Security Act of 2002, provides the best known definition of a First Responder. They use the term “Emergency Response Providers” to mean “Federal, State, and Local Governmental and Nongovernmental Emergency Public Safety, Fire, Law Enforcement, Emergency Responder, Emergency Medical (including hospital emergency facilities) and related Personnel, Agencies and Authorities”.

FRTC, expands on that definition to also include the following:
  • Corrections
  • Coroner’s Office
  • 911 Communications
  • Rescue Teams
  • District Attorney’s Personnel
  • Military Participating in First Response Capacities
  • ICU’s that are post stabilization by the Emergency Department
